The Department of Social Justice under Government of Kerala has been implementing various welfare activities and programmes under the Mazhavillu comprehensive scheme. The Transgender community is often ostracized and isolated in the society due to the stigma surrounding them. The transgender individuals are disowned by their family members which means they face isolation and often lack a place of safe abode.

As a remedial measure for this scenario, the Department of Social justice has launched a housing scheme for transgender persons which will provide financial assistance for both purchase of land and construction of house. The financial assistance is being provided to eligible beneficiaries categorized as follows.

I. A gap fund of Rs. 2 lakhs (maximum assistance) will be provided to the Transgender persons who are beneficiaries under the housing scheme being implemented by the Local self-government institutions, Kudumbasree, [LIFE mission, PMAY (U)] etc.

Criteria

a) The age limit of applicant has to be a minimum of 21 years

b) Applicant must possess Transgender ID card, Certificate, etc

c) The applicant has to be a native of Kerala and must have resided in the state for a minimum of 10 years.

e) The annual income of applicant should not exceed Rs 5 lakhs

f) The applicant must be a beneficiary under the housing schemes implemented by LSGIs and Kudumbasree

Supporting documents

1. TG ID card/Certificate

2. Aadhar card

3. Proof of residence (ration card, Voter ID, etc)

4. Income certificate

5. Bank Account details

6. Document validating that the applicant is a beneficary of housing scheme of LSGI, Kudumbasree

7. LIFE mission, PMAY (U) fund disbursement details and Building construction progress report

8. Land ownership certificate/land mutation receipt/Encumbrance certificate

9. Agreement in prescribed format

Duly filled application along with necessary supporting documents have to be submitted to Director of Social Justice.

II. For those Transgender persons who have their own land and are not beneficiaries under the LIFE mission and Kudumbasree housing scheme, a maximum amount of Rs 6 lakhs will be provided as financial assistance.

Criteria

a) The age limit of applicant has to be a minimum of 21 years

b) Applicant must possess Transgender ID card, Certificate, etc

c) The applicant has to be a native of Kerala and must have resided in the state for a minimum of 10 years.

d)The annual income of applicant should not exceed Rs 5 lakhs

e)The applicant should not be a beneficiary under LSGI, Kudumbasree housing scheme and must possess their own land / or land received through sponsorship.

f)The applicant should not possess their own house or inherited building.

6. Document validating that the applicant has not been included in the beneficiary list of housing scheme of LSGI, Kudumbasree

7. Land ownership certificate/land mutation receipt/Encumbrance certificate

8. Approved copy of Building plan, Estimate

9. If building estimate exceeds Rs 6 lakhs, the applicant must produce the remaining fund source.

10. Agreement in prescribed format

III. A maximum financial assistance of Rs 15 lakh will be provided to those Transgender persons who do not possess land and house. This amount will be useful for both purchase of land and construction of house.
