Government of India has directed all States and Union Territory Administrations for the establishment of One Stop Centres for women affected by violence. Under this Scheme, in the first phase, one OSC will initially be established in each State/UT with the financial support of GOI. One Stop Centres are intended to support women affected by violence, in private and public spaces, within the family, community and at the workplace . Women facing physical, sexual, emotional, psychological and economic abuse, irrespective of age, class, caste, education status, marital status, race and culture will be facilitated with support and redressal. Aggrieved women facing any kind of violence due to attempted sexual harassment, sexual assault, domestic violence, trafficking, honour related crimes, acid attacks or witch-hunting who have reached out or being referred to the OSC will be provided with specialized services. These centres will provide a range of integrated services under one roof to the women affected by violence. Intended facilities and services at OSC include transportation, medical assistance and facilitation in dealing with the police, legal aid, psychosocial counselling and temporary shelter if required. The OSC will be integrated with 181 and other existing helplines. Women affected by violence and in need of redressal services could be referred to OSC through this helpline. The OSCs would be established preferably within a hospital, in available and suitable accommodation, or in a constructed accommodation. It requires about 300sq.mt of land. The Ministry of Women and Child Development has issued Implementation Guidelines for OSC Scheme in April,2015. This guideline includes a flow of Standard Operating Procedure and Proforma for OSC proposals from States. Government of Kerala has submitted its proposal for the construction of OSC at Social Justice Complex, Poojappura, Thiruvananthapuram to GOI in July,2015.
1. To provide integrated support and assistance to women affected by violence both in private and public spaces under one roof. 2. To facilitate immediate, emergency and non-emergency access to a range of services including medical, legal, psychological and counselling support under one roof to fight against any forms of violence against women. The OSC will support all women including girls below 18 years of age affected by violence irrespective of caste, class, religion, region, sexual orientation or marital status. For girls below 18 years of age, institutions and authorities established under Juvenile Justice (Care and Protection of Children) Act, 2000 and Protection of Children from Sexual Offences Act, 2012 will be linked with the OSC. The name of OSC is now SAKHI as approved by GOI. The total estimated cost of OSC as per Government of Kerala proposal is Rs.44,00,000( Rupees Forty four lakh) only. The proposal for the construction of OSC was approved by GOI through its Lr.no.F.No-22-10/2015-WW dated:11.09.2015. GOI has sanctioned Rs.37,68,927 (Rupees Thirty seven lakh sixty eight thousand nine hundred and twenty seven) only to the Govt. of Kerala as grants -in –aid for construction of OSC at the 15 cents of land identified at Poojappura Social Justice Complex during the financial year 2015-16. It is proposed to establish 9 more One Stop Centres in the state.
